BACKGROUND
Revitalization of Yorba Linda's downtown core, known as the Town Center, has been a priority of the City and community for many years.
Formal community planning on how best to improve the area started with the adoption of concepts and a community vision as part of the 1993 update of the City's General Plan. In that document, the community called for restoring Town Center as our recognized downtown, mixing commercial and retail uses with residential use. The concepts for revitalizing Town Center were further refined through the 2002 update of the General Plan Housing Element and the adoption of the Downtown Master Plan in 2003.
In general, the Town Center encompasses the area identified as the "Community Core" and "Old Town" in the City's current General Plan (see map). This is the area that was covered by the 2003 Downtown Master Plan.
Following adoption of the Master Plan, the City began to work on translating the community's vision for Town Center into tangible development regulations and standards, adopting the Town Center Planned Development Zoning Regulations in December 2005.
Unfavorable community reaction to the Zoning Regulations convinced the City Council that more work was needed, so they rescinded the Regulations. The Council also acknowledged the need to go beyond the methods that had been used thus far to gather public input regarding Town Center and provide an even greater opportunity for residents to discuss and shape the future development of the community's downtown core. The result was the establishment of a citizen's advisory committee known as the Town Center Blue Ribbon Committee (BRC).
THE BLUE RIBBON COMMITTEE
The Town Center Blue Ribbon Committee(BRC) was a citizen's advisory group charged with gathering and assembling ideas on what the community would like to see included in the Town Center.
The Committee presented its Final Report to the City Council on February 5, 2008. Per the City Council's original direction when it established the BRC, the Committee has been dissolved now that its Report is done.
